  7. 7.Flood Zone (SFHA = FLAG for elevation cert)
  8. 8.Special Management Area (coastal zone = FLAG)
  9. 9.TOD Proximity (within 0.5 mi of rail = parking waiver)
  10. 10.CC&Rs (manual check required)
  11. 11.Infrastructure (water & sewer service availability)
  12. 12.Permit History (existing ADU permits, open violations)

Result: ✅ ELIGIBLE (all gates passed) | ⚠️ NEEDS REVIEW (flags present) | ❌ INELIGIBLE (any failure)
